A small release that sets up how staff accounts work. Game master permission is a per-game grant now, so the same person can be staff on RF Online and a plain player elsewhere, and each game reads only its own grant.
- Game master status is stored per game in the shared accounts database, with a level where zero is a normal player and one or higher is staff.
- RF Online hands that level to the client as the in-game game master grade, so a higher grant shows a higher rank.
- A grant takes effect the next time that account enters the world.
